Romanian Roma families today constitutea large, young, and extremely poor ethnic minority group,facing exclusion from markets and services. Investments inRoma inclusion are essential for Romania to achieve itsEurope 2020 social inclusion goals, and the considerablereturns on such investments will lay a more solid foundationfor achieving sustained, shared prosperity across Romaniansociety. Therefore, Roma inclusion is not only a moralimperative, but also smart economics for Romania. Thisreport discusses what it will take for Romania to achievethe socioeconomic inclusion of its Roma population. Thereport identifies the most important socioeconomicachievement gaps of Romanian Roma. It identifies obstaclesto Roma inclusion and examines the relevant institutionalframework. It draws policy recommendations based on theobserved gaps in outcomes and policies, informed by evidenceon what works from international experience. Theserecommendations focus on providing support and enhancingopportunities for the next generation of Roma while helpingto improve the living conditions of the current generation.In this context, the report is organized as follows: chapterone focuses on Roma inclusion is smart economics forRomania; chapter two presents socioeconomic achievement gapsof Roma; chapter three focuses on obstacles to Romainclusion; and chapter four presents priority interventionsand policy measures.
