【 摘 要 】
This country assessment of the privatehealth sector in Mali is part of a series of studiesdesigned to deepen understanding of ways to enhance thehealth policy framework, business environment, andinvestment climate in which the private health sectoroperates in African countries. The Malian health system hasevolved dramatically since the middle of the 1980s. A largepart of the analysis in this report relies on thereprocessing and the mining of existing databases, thefinancial and macroeconomic models based on those data, andelements reconstructed through triangulation. Thosecalculations proved indispensable for assessing the maindemographic trends in the private sector, for estimating thegrowth of community centers (CSCOMs) and private mutualinsurance, and identifying how to reinforce them. The growthof the private sector is further held back by insufficienteducational preparation for practice in the private sectorand in rural areas. For-profit and not-for-profit healthcare providers, pharmacies, and schools should be givenbeefier access to funding during start-up. Other financialengineering strategies (participation, etc.) could also bedevised. The government of Mali has an opportunity to takeadvantage the large and dynamic private health sector incontributing to its national health care objectives andoutcomes. The study describes the various instruments ofstewardship towards the private sector that could be usedsuch as information, regulations, financing and directprovision of public services in areas of significant market failure.
