【 摘 要 】
Rising youth unemployment rates havebeen increasingly recognized as a serious challenge indeveloping and advanced economies, as the trend indicates apotential skills gap between the demands of the workforceand recent graduates. Effective dual education programsutilizing a combination of classroom instruction andpractical skill training present an approach to developing askilled workforce and meeting workforce demands. To evaluatethe impact of the Philippine Dual Training System on labormarket outcomes, this paper analyzes data from a recentsurvey tracking graduates from the Dual Training System andregular vocational training programs provided by technicalvocational training institutes. The data analysis revealsthat the Dual Training System has a significantly higherrate of return on labor market earnings compared withregular, classroom-only vocational training programs,particularly among high school graduates who did not performwell academically during basic education. The magnitude ofthe impact of the Dual Training System is also likely toincrease in correlation with the intensity of the on-the-job component.
