Competency Standards as a Tool for Human Capital Development : Assessment of Their Development and Introduction into TVET and Certification in Indonesia
In anticipation of the IndustrialRevolution 4.0, the Government of Indonesia has shown astrong commitment to improve the quality of its humancapital and, therefore, promote economic growth. Improvinghuman capital will require several actions to improve theeducation and health outcomes of the population and provideopportunities for lifelong learning that will allow theadult population to receive training to upskill and reskillin line with the labor market changes due to technologicalprogress. A key dimension of the actions to promote labormarket readiness of those attending education and trainingis their labor market relevance: the skills acquired shouldbe demanded by the labor market. Besides this first chapterof introduction, this report has other five chapters. Thesecond chapter presents briefly the methodology of study.The third chapter focuses on main definitions andregulations that guide the process of defining thecompetences in Indonesia. The fourth chapter discusses theprogress that Indonesia has made in the definition ofcompetences as well as the main challenges in theirelaboration, the fifth chapter presents how the competenceshas reached the education system. The sixth chapter presentsa summary of the main finding as well as a set of recommendations.
