This report consolidates written outputsfrom the Technical Assistance to Support the Elaboration ofMindanao Human Resource Development (HRD) Strategy, whichwas requested by the Mindanao Development Authority (MinDA)and undertaken by the World Bank under the auspices of theAustralia-World Bank Partnership Development Trust Fund. Thetask was to provide technical assistance and advice to MinDAand other government agencies with HRD related mandate, todevelop a medium to long-term skills development strategyfor Mindanao, as a critical imperative in securing jobs andenhancing productivity that will redound to povertyreduction in the island-region. Launched in 2017, the WorldBank’s Mindanao Jobs Report presented a comprehensivestrategy for regional development in Mindanao that willsupport sustainable peace and development, including jobcreation. Based on extensive consultations with stakeholdersin Mindanao, one of the core recommendations of the reportis to boost human development, specifically by addressingthe growing skills shortage and rising inequality. Buildingon these efforts, the World Bank has been working closelywith MinDA to generate discussions and identify priorityactions on HRD, which were not highlighted in the Mindanao2020 Peace and Development framework. This report enumeratesa set of priority actions to prepare the human resourceneeded for the development of Mindanao, across its differentsubregions' contexts and economic corridors. It canserve as both a blue print and a springboard for subsequentcollaboration with various development partners to supportinterventions and long-term programs in Mindanao. On 13 June2019, MinDA Undersecretary Janet M. Lopoz apprised theDepartment of Finance (DOF) about a potential partnershipwith the World Bank to support a long-term program on skillsdevelopment and employment agenda in Mindanao.
