【 摘 要 】

Romania has made considerable progressin recent years towards reducing macroeconomic imbalances.Such reductions, together with monetary policies andstructural reforms, either implemented or in progress, havecontributed to maintaining macroeconomic and financialstability. After the budget deficit peaked in 2009‐2011 inthe context of the economic and financial crisis, Romania’seconomy then started to recover, at first with a modestannual GDP growth rate of less than 1 percent, butincreasing over the period 2013‐2015 to an average of 3.4percent. The unemployment rate, however, remained constantat below 7 percent, while investments continued to rise,reaching 23.7 percent of GDP in 2015, which was the highestin the EU. Education policies and those aimed at increasingthe quality of the workforce are paramount for combatingpoverty and supportingeconomic growth.The results, ascontained in this report, are based on a new World Bank tooldesigned for this purpose. Known as SABER‐WfD, the tool ispart of the World Bank’s initiative on Systems Approach forBetter Education Results (SABER) whose aim is to providesystematic documentation and assessment of the policy andinstitutional factors that influence the performance ofeducation and training systems. The SABER‐WfD toolencompasses initial, continuing and targeted vocationaleducation and training that are offered through multiplechannels, and focuses largely on programs at the secondaryand post‐secondary levels.
