【 摘 要 】
This book takes a fresh look at exportdiversification. It concludes that much of the recentliterature, though novel, has focused excessively on simplyadding new products to export portfolios. One branch ofthese studies centers on the 'discovery' ofexports, and it argues that the threat of entry (imitation)leads to an underinvestment in bringing new products to theglobal market. Another analytical branch focuses on changingthe contents of an export portfolio to mirror the exports ofcountries with higher incomes on the grounds that these leadto higher productivity. Both strands implicitly point to theneed for careful yet active government policies. While suchpolicies are important, this book argues for a morecomprehensive view of diversification and hence a morecomprehensive trade policy strategy-one that takes intoaccount improving the quality of existing exports, breakinginto new geographic markets, and increasing servicesexports. This publication has been tailored to policymakers, their staffs, and the international developmentcommunity at large. It is a collection of short articlesthat summarize major issues and policies on particulartopics. Many of the chapters are digests of more formalstudies but are presented here with a minimum of underlyingeconometric and theoretical detail of less interest topolicy makers. As the World Bank increases its efforts on'aid for trade,' Staff are working with countriesto help diversify their exports. Along with otherdevelopment partners, the Bank is providing enhancedassistance to improve competitiveness, facilitate trade, improve trade-related services, and exploit regional andmultilateral initiatives to open markets for developingcountries. This book makes a substantial contribution to theefforts of developing countries to use the global economy tospur growth and reduce poverty.
