【 摘 要 】
"Getting the prices right" isa good starting point but is not sufficient for achievingenvironmentally efficient outcomes. Other policyinterventions are often necessary to complement pricingpolicies. Moreover, when pricing is not at all feasible,regulatory and command-and-control policies must be usedinstead. This paper focuses on three interrelated themes atthe core of the pricing problem. First, there is theincorporation of non-marketed activities with environmentalconsequences into aggregate measures of economicperformance: the so-called "green-GDP." Second,there is the problem regarding the reliable estimation ofthe valuation of the shadow prices that properly reflectenvironmental externalities. Third, there is the issue offull-cost pricing that requires the pricing of environmentalexternalities for guiding both individual and public decision-making.
