【 摘 要 】
Dissatisfaction with traditional projectapproaches and a recognition of the limitations of thesector adjustment programs led to the development of newlending instruments to improve the impact of developmentassistance on the sector as a whole. Within the Africaregion of the World Bank, the most commonly used suchinstrument to rpovide support for a more comprehensivesector development program has become known as the"sector investment program (SIP)." In recent yearsthis approach--characterized by a government-led partnershipwith key external partners, based on a comprehensive sectorpolicy and expenditure framework, and relying on governmentinstitutions and common procedures for implementation--hasbeen used by the World Bank for about a dozen operations inthe health and education sectors in Sub-Saharan Africa. Thisreport reviews the experience to date of the Africa regionin the Bank with this approach: it summarizes the lessonslearned, identifies the strengths and weaknesses of thisapproach, and provides guidance and advice to operationstaff in the Bank as well as partner agencies andgovernments who will be involved in sector-wide approachesin the year to come.
