How can the Bank or other developmentagencies more effectively support capacity enhancement (CE)in client countries? Is there a more systematic way todesign and track capacity enhancement activities? Experiencein telecom reform in Mali, Mauritania, and Morocco providesinsights into the different opportunities and constraintsthat different countries face in implementing very similarreforms. It forms the basis for proposing a three-wayframework for analyzing needs and planning capacityenhancement assistance.
