The Republic of Korea vaulted in lessthan three generations from being one of the poorestcountries in the world to becoming a member of theOrganization for Economic Co-operation and Development(OECD). This economic transformation has attractedconsiderable admiration and inquiry. One of the key factorsfor Korea's success was the provision of skills tosupport industrialization and economic diversification. Thisreport takes advantage of a new World Bank diagnostic toolto examine the development of the Korean system forWorkforce Development (WfD) from 1970 to 2010. The findingsare intended to document good practices, lapses and keybreakthroughs and generate insights that can be used toenrich dialogue on WfD policy in the World Bank'spartner countries. The tool is based on an analyticalframework that identifies three functional dimensions of WfDpolicies and institutions: strategic framework, which refersto the praxis of advocacy, partnership, and coordination inrelation to the objective of aligning WfD in critical areasto priorities for national development; system oversight,which refers to the arrangements governing funding, qualityassurance and learning pathways that shape the incentivesand information signals affecting the choices ofindividuals, employers, training providers and otherstakeholders; and service delivery, which refers to thediversity, organization and management of trainingprovision, both state and non-state, that deliver results onthe ground by enabling individuals to acquire market-andjob-relevant skills. These three dimensions constitute aclosed policy-making loop and, when taken together, allowfor analysis of the functioning of a WfD system as a whole.This report focuses specifically on policies in the area of WfD.
