The goal of this report is to examinethe effectiveness and efficiency of the public vocationaltraining centers (Balai Latihan Kerja, hereinafter BLK) inIndonesia. Its findings and recommendations will contributeto the ongoing effort of the Ministry of Manpower andTransmigration (MoMT) to revitalize the BLK training system.There are wide variations in terms of the size andcapacities of BLK operating at central, provincial anddistrict levels. This is indicated by the average number ofgraduates from the centers at each of these different levelsin 2009, with 1,300 centrally managed BLK, compared withonly around 650 and 340 at the provincial and districtlevels respectively. The variation in the average number ofgraduates may indicate deep differences in the operations ofthe training centers at the three levels. Due to thesedifferences, various approaches at each of the differentlevels may be required to improve the centers. The emphasisand orientation of BLK programs has changed since theirfirst establishment. In particular, there has been acontinuing growth in community based training and in theactivities of the Mobile Training Unit (MTU). This indicatesthat a large portion of demand for BLK training is fromcommunities in rural areas. Given this, the stagnation ordecline of the courses that would be beneficial to thegreatest percentage of the working population in theseareas, such as courses related to agriculture, agriculturalprocessing, and husbandry and fishery, is of great concern.The national training system is well-established in terms ofskills standards and the continuing development of trainingpackage by the government to support training activities atBLK. Therefore, the mechanisms and systems for implementingCompetency-Based Training (CBT) throughout BLK at thecentral level are in place.
