Malaysia s technical and vocationaltraining (TVET) program is born out of a combination ofambition and necessity. The country has recorded impressiveeconomic growth over several decades, bolstering ambitionsthat it should make the transition from middle- tohigh-income by transforming to a knowledge (K) economy.Vision 2020, announced by then Prime Minister MahathirMohamad, was to give substance to this plan. The need tomake this transformation was driven home by a decelerationof this growth after the Asian Financial Crisis at the turnof the century followed by the Global Financial Crisis adecade later and has galvanized the country s leaders toaction to bolster its human capital. TVET can play animportant role in Malaysia s transformation to a knowledge economy.
