This report follows the first reportdelivered by the Bank team in October 2010 under theFunctional Analysis of the Pre-university education thatfocused on the capacity within the Ministry and its mainagencies at the central level to meet the strategicobjectives of the sector. This second report summarizes areview of the delivery of education services at sub-nationallevels, focusing on the county inspectorate offices, theschools and the county and local authorities. The mainchapters include: (i) the objectives of decentralization andthe extent of consensus around them, (ii) the roles assignedto the key players at the local level as well as the MERYSin relation to them, (iii) the fiscal arrangementsunderpinning the decentralized system and (iv) the capacityto decentralize both at the local level and at the Ministry.
