【 摘 要 】
The primary purposes of this study weretwo-fold: i) to identify some of the key issues andchallenges being faced by New Member States (NMS) in themanagement of their public investment programs; and ii) toidentify good practice examples and persistent challengesfaced by European Union (EU) member states that have had alonger history of development under democratic institutionsof public management. By necessity this study is limited inthe number of country cases and the depth at which variousissues are addressed. Four NMS were selected - Poland,Slovenia, Latvia, and Slovakia based on agreed willingnessto participate. The three 'old member states' werethe UK, Ireland, and Spain (selected based on Bank interestand availability of expert consultants). In all of thecountries, the focus was on central government policies andpractices even though some execute projects through regionalgovernments as well. The scope of the study was limitedstrictly to transport infrastructure (roads, bridges, andrailways), because this tends to be the largest beneficiaryof EU funding for investment. Finally, while the studytouches on all phases of the project cycle, the strongestemphasis is given to project planning, appraisal and selection.
