Some see trade in services as irrelevantto the development agenda for least developed countries(LDCs). Others see few benefits from past market openings byLDCs. This book debunks both views. It finds that seriousimperfections in Zambia's reform of services tradedeprived the country of significant benefits and diminishedfaith in liberalization.
