Madagascar - Three Years into the Crisis : An Assessment of Vulnerability and Social Policies and Prospects for the Future, Volume 2. Background Papers
The report is divided into two volumes.The first volume includes the fundamental content of thereport. It is organized as follows. Chapter one provides aconceptual framework to analyze risk and vulnerability andprovides a definition of social protection. Chapter twoassesses the main risks faced by the Malagasy population aswell as its vulnerability profile. Chapter three reviewsMadagascar's social protection policies, theinstitutions responsible for social protection and thefinancial resources allocated to social protection by thegovernment, donors and Non-Governmental Organizations(NGOs). Chapter four proceeds with a description andanalysis of the main social protection programs presentlyunder implementation in Madagascar. Chapter five builds onthe previous chapters but also on the experience of otherlow income countries, especially in Africa. It outlines themain principles of a social protection strategy andrecommends priority actions for implementation including inthe immediate aftermath of a resolution to the currentpolitical crisis. As such, this report is intended tocontribute to future governments' own formulation andimplementation of a social protection strategy. The secondvolume includes a number of background papers that werecommissioned during the preparation of this report.
