【 摘 要 】

Construction governance failures canlead to the construction of the wrong infrastructure, poorquality construction, and excessively high prices for work.There is some evidence from both other sectors and theconstruction sector itself that improved transparency,especially when combined with oversight, can improvedevelopment outcomes through its impact on the quality ofgovernance.This paper reviews that evidence, discussescosts and benefits of greater transparency in particularwith regard to the contracting and delivery process inconstruction, and briefly discusses an initiative to improvegovernance in public construction -- the Construction SectorTransparency Initiative.
