【 摘 要 】
This paper outlines a number ofpractical initiatives to strengthen the role of developmentcommunication in infrastructure projects. The authors aim tofacilitate better quality projects and to build consensus onthe type of governance reforms needed to fight corruption,drawing on the experience of development agencies like theWorld Bank and Transparency International, the leadinganticorruption NGO. The paper starts by characterizingcorruption vulnerabilities in infrastructure and proceeds toillustrate where communication has added value on a numberof recent projects, both in respect to making the projectsmore sustainable and by incorporating anti-corruptionmeasures into the project preparation and implementationphases. It draws on examples of mainly World Bank supportedprojects from the road, transport, power and water sectorsin different governance contexts. Part of the intellectualchallenge in mainstreaming development communication in thecase of infrastructure is to bridge the infrastructure andcommunication paradigms. Finally, the paper suggests thattoday, from the perspective of the infrastructurepractitioner and the development practitioner in general,development communication is at the same crossroads asenvironmentally sustainable development was in the early1990's-but in a new context and perhaps with moreurgent drivers for mainstreaming.
