The communications and knowledge work ofthe World Bank Group takes many shapes; and although onecommonality is its enhancement and support of theinstitutional mission and development objectives,communications and knowledge work is not always subject tomonitoring processes as is the case with its operationscounterpart. Similar to a ship's captain navigating bystarlight, communications and knowledge work can be wellguided by undefined indicators and tacit knowledge of whatsuccessful communications campaigns and knowledge managementlook like; however, if there were ever a time to develop anduse more precise navigational instruments, now is that time.This smart lesson explores how the Water and SanitationProgram (WSP), a global partnership administered by theWorld Bank, developed such navigational instruments forcommunications and knowledge. By explicitly tyingcommunications and knowledge activities to developmentobjectives and taking time to identify, aggregate, andmonitor outputs, qualitative and quantitative indicators,and assumptions, WSP helped quantify the contribution ofcommunications and knowledge to the achievement of theprogram's business and development objectives.
