【 摘 要 】

A World Bank team worked closely withthe Ministry of Education (MoE) on the Oman education sectorstudy which was launched in October 2012. The Minister ofEducation expressed, at different occasions, herappreciation for both the product of this collaboration andits process. This report provides a comprehensive review ofthe Oman pre-tertiary education and offers policyrecommendations in light of international experiences. Thereare certain key steps in ensuring that the World Bankdelivers a quality product and transfers knowledge topartners, including: clear roles and responsibilities forthe bank and government teams; close collaboration betweenthe teams; a focus on capacity building; a skillful,dedicated, and cohesive team; and focus on results.
