Two of the most important trade policydevelopments to take place since the 1980s are the expansionof preferential trade agreements and temporary tradebarriers, such as antidumping, safeguards, andcountervailing duties. Despite the empirical importance ofpreferential trade agreements and temporary trade barriersand the common feature that each can independently havequite discriminatory elements, relatively little is knownabout the nature of any relationships between them. Thispaper surveys the literature on some of thepolitical-economic issues that can arise at the intersectionof preferential trade agreements and temporary tradebarriers and uses four case studies to illustrate variationin how countries apply the World Trade Organization'sglobal safeguards policy instrument. The four examplesinclude recent policies applied by a variety of types ofcountries and under different agreements: large and smallcountries, high-income and emerging economies, and freetrade areas and customs unions. The analysis revealsimportant measurement and identification challenges forresearch that seeks to find evidence of systematicrelationships between the formation of preferential tradeagreements, the political-economic implications of theirimplementation, and the use of subsequent temporary trade barriers.
