This report summarizes policy lessons from the projectImproving Gender Targeting of Public Expendituresthrough Capacity Building. The project, funded by theBank-Netherlands Partnership Program between July2007 and December 2009, has supported a combinationof analytical work and capacity building activitiesin the area of Gender-Responsive Budgeting (GRB) inDRC, Liberia, and Rwanda, as well as a regional learning-exchange workshop on gender-responsive budgetingwith participants from Kenya, Liberia, Rwanda,and Uganda. The purpose of this policy note is toprovide a brief analysis of the key policy issues thatemerged from project activities in the three countries.
