【 摘 要 】

Recent experience with monitoring andevaluation (M&E) in Uganda has shown how M&E can bedeveloped to contribute to national capacity building,rather than become a demanding, but unproductive datacollection exercise. Symptoms of M&E overload have beenaddressed by assigning coordination responsibility to theOffice of the Prime Minister. Prospects are now improvingfor aligning M&E capacity with strengtheningcost-effectiveness and achievement of value for money inservice delivery.
