Changes in public sector institutionsand governance systems in developing countries may berelatively easy to achieve technically, but very tough toimplement politically. Such reforms create winners andlosers, so understanding the political realities that shapethe incentives of key stakeholders in a given program orpolicy is vital to securing consensus-and may mean thedifference between a well-designed intervention thatmobilizes critical support and a failed initiative thatalienates crucial clients.
