【 摘 要 】

Cameroon is engaged in the PovertyReduction Strategy Paper (PRSP) process, which emphasizesincreased focus on poverty reduction in the design andimplementation of growth and adjustment strategies. TheIntegrated Macroeconomic Model for Poverty Analysis (IMMPA)recently developed at the World Bank provides an analyticalstructure for supporting the PRSP process and quantifyingpoverty reduction strategies. Drawing on that framework, theauthors provide a detailed financial social accountingmatrix (SAM) for the Cameroonian economy to serve as inputinto the construction of an IMMPA model for Cameroon. Ananalysis of this financial SAM shows that the dramatic fallin investment during the crisis period persisted in thepost-devaluation growth period in the late 1990s. Continuedlow investment has implications for ongoing highunemployment rates and poor welfare indicators. The authorsillustrate this with simulations based on fixed-pricemultiplier analysis that highlight the potential growth andwelfare benefits of increased public investment, followinghypothetical debt relief and reduction of external debtservicing within the framework of the heavily indebted poorcountries initiative.
