【 摘 要 】
Trade preferences are expected tofacilitate global market integration and offer the potentialfor rapid economic growth and poverty reduction fordeveloping countries. But those preferences do not alwaysguarantee sustainable external competitiveness tobeneficiary countries and may risk discouraging theirefforts to improve underlying productivity. This paperexamines the EU beef import market where several Africancountries have been granted preferential treatment. Theestimation results suggest that profitability improvementachieved by countries under the Cotonou protocol comparesunfavorably with the returns to nonbeneficiary countries inrecent years. Rather, it shows that public infrastructure,such as paved roads, has an important role in loweringproduction costs and thus increasing externalcompetitiveness and market shares.
