【 摘 要 】
A large literature studies the effectsof trade policy changes on developing-country exports onhousehold incomes, and recent contributions haveincreasingly addressed the effects of administeredprotection, such as anti-dumping duties. In 2003 the UnitedStates imposed anti-dumping tariffs on imports of catfishfrom Vietnam ranging from 37 to 64 percent. As a result,Vietnamese exports of catfish to the U.S. market declinedsharply, thus providing a unique opportunity to study theeffects of U.S. trade policy changes on Vietnamese families.Using data on Vietnamese households, the authors study theresponses of catfish producers in the Mekong delta ofVietnam between 2002 and 2004. The evidence suggests thatthe rate of growth of income of households that depended oncatfish sales was significantly affected. In addition, theanti-dumping duties triggered significant exit from catfishfarming. Households adjusted by moving out of catfishaquaculture and into wage labor markets and agriculture, butnot into other aquaculture activities. Finally, the evidencealso suggests that households found it difficult to changetheir catfish production levels, and that performance inaquaculture affects other household economic activities.
