This short country report, a result oflarger Information for Development Program(infoDev)-supported survey of Information and CommunicationTechnologies (ICT) in education in Africa, provides ageneral overview of current activities and issues related toICT use in education in the country. Cape Verde has madesignificant strides in the implementation of ICTs ineducation. The drawback of doing so has been the exorbitantcost of Internet connection and services owing to themonopoly maintained by Cabo Verde Telecom. Further, theavailability of the technology in terms of usability by thegeneral population is limited to two islands where cybercafes have been established by private companies nearly tothe exclusion of the others. The 30 percent of thepopulation living below the poverty line may never be ableto access such facilities, and another 12,000 families maynever enjoy such communication because of the terrain thatmakes it impossible for electric power to be extended tothem using traditional means.
