The systems approach for bettereducation results (SABER) - information and communicationtechnology (ICT) policy framework is designed to helppolicymakers make better informed decisions about how bestto use ICTs in pursuit of core developmental objectives inthe education sector. It aims to aid and inspire educationpolicymakers as they draft, re-consider, and evaluate keypolicies related to the use of ICT, especially within theformal education sector at the primary and secondary (K-12)level. The framework was constructed by analyzing andsynthesizing policy documents from over 80 countries. Thevast majority of these policies relate to formal schoolingat the primary and secondary level; related official policyguidance for other parts of an education system, includingat the level of early childhood development, technical, andvocational education (TVET) and higher education, as well aspertain to out-of-school and life-long learning, iscomparatively rare. While the SABER-ICT framework wasconstructed through an analysis of national ICT andeducation policies, it is expected that it may be usefulwhen attempting to analyze and benchmark relatedsub-regional policies (that is, at the provincial or statelevel) as well.
