Information and communicationstechnologies (ICTs) are developing fast and triggeringfundamental changes in education system. This case studyfocuses on institution building, which can manage such afundamental transition in education system on a nationalscale. Following a short introduction, a theoreticalframework is discussed. This case study attempts toinvestigate the birth and growth of Korea Education andResearch Information Service (KERIS) and explores the roleof KERIS in planning and implementing one quite prominentstrategic initiative to introduce innovative practiceswithin the Korean education system - the cyber home learningsystem (CHLS). The objective of this case study is to findout key factors that the government needs to consider forsuccessful institution building and those that determinesthe accomplishments of the missions assigned to KERIS. Usingthe CHLS policy case, in addition, the authors explore howKERIS implemented the CHLS policy in cooperation withregional offices of education, which are autonomous and incharge of education policy in each region in Korea. Thiscase study will provide rich experiences that policy makerscan refer to when they plan to build a similar institutionor restructure an existing one.
