【 摘 要 】
Over the past 30 years, Vietnam hasexperienced significant shifts of employment away fromagriculture toward manufacturing and services, away fromhousehold enterprises toward registered and regulatedbusinesses, and away from state-owned enterprises towardprivate firms. This paper argues that for these processes tocontinue in the future, appropriately designed andimplemented labor market policies need to be in place,including labor market regulations that protect workers butdo not inhibit creative destruction and creation of formalsector jobs; labor market interventions that improveworkers' human capital, eliminate informationasymmetries, and are fiscally sustainable; and labor marketinstitutions that give voice to workers and employers. As apart of all of these measures, Vietnam will also have torenew its efforts to integrate vulnerable groups into thelabor market.
