This note discusses the developmentchallenge of finding durable solutions for refugees andInternally Displaced Peoples (IDPs), and the relevance ofthis challenge for the World Development Report (WDR) onsecuring development in fragile and conflict affectedsettings. The note will describe (i) the scale, trends, andimpact of forced displacement; (ii) the developmentchallenge of finding durable solutions for those displaced;(iii) current practice on addressing this developmentchallenge; (iv) the connections between the political,security and developmental aspects of forced displacementincluding regional spillover and impacts; and (v)suggestions as to what governments and the internationaldevelopment community can do in order to move beyondhumanitarian emergency assistance and contribute to durablesolutions for refugees and IDPs in return or displacement situations.
