【 摘 要 】

The aim of the systems approach forbetter education results (SABER) - early childhooddevelopment (ECD) initiative is to collect, analyze, anddisseminate comparable data about national and sub-nationalECD policies across countries. The data will help the WorldBank assess how well overall ECD systems, and those in theeducation, health, and nutrition sectors in particular, meetthree widely shared goals: establishing an enablingenvironment, implementing widely, and monitoring andassuring quality.
