【 摘 要 】
This paper presents the results of arandomized controlled trial set to evaluate the effects of apay-for-performance scheme that rewarded community healthworker cooperatives for the utilization of five targetedmaternal and child health services by their communities. Theexperiment took place in 19 districts in Rwanda between 2010and 2014. The analysis finds no impact of the performancepayments on coverage of the targeted services, attitudes andbehaviors of community health workers, or outcomes at thecooperative level. No synergies are found between the schemeand a demand-side, in-kind transfer intervention that wasindependently effective in increasing coverage rates oftargeted services.
