The main objective of this paper is tooutline what matters most for an effective educationmanagement information system (EMIS). It presents theconceptual background and operational tools for the SystemsApproach for Better Education Results (SABER)‐EMIS domain.These tools are intended for use by government educationpolicy makers to assess policy areas of relevance to acountry’s EMIS against international best practices. Thispaper begins with an introduction of the domain and therationale for an EMIS benchmarking tool. Chapter one thenprovides an overview of current data‐related demands toimprove education, explains how an EMIS meets those datademands, and highlights examples of specific systems inaction. Chapter two outlines what matters in an EMIS,starting with an explanation of what comprises the constructvalidity and theoretical underpinnings for benchmarking anEMIS. This chapter shows that the guiding principles behindan EMIS drive actionable policies. A detailed description offour policy areas, specifically, the enabling environment,system soundness, data quality, and utilization for decisionmaking, then follows in chapter three. That chapterdescribes the rubric for the SABER‐EMIS Tool and gives abrief overview of an EMIS benchmarking pilot, whichdemonstrated the feasibility of the concept. The lastchapter describes how an EMIS is benchmarked, scored, andsubsequently leads to a situation analysis. This assessmentsequence provides an understanding of the strengths andweaknesses of an EMIS system for a fuller, morecomprehensive depiction of its status. Overall, this paperevaluates whether a management information system is set upto use the information it generates for improvingoperational efficiency and educational quality.
