Can Business Input Improve the Effectiveness of Worker Training? : Evidence from Brazil's Pronatec-MDIC

【 摘 要 】

This study evaluates the employmenteffects of a publicly-run national technical vocationaleducation training program in Brazil that explicitly takesinput from firms in determining the location, scale, andskill content of courses offered. Using exogenous coursecapacity restrictions, the study finds that those completingthe course following receipt of a course offer have an 8.6percent increase in employment over the year followingcourse completion. These effects come from previouslyunemployed trainees who find employment at non-requestingfirms. The demand-driven program's effects are largerand statistically distinguishable from those of a broaderand institutionally-similar publicly-administered skillstraining program run at the same time that did not takeinput from firms. The study finds that the demand-drivenprogram better aligned skill training with future aggregateoccupational employment growth -- suggesting the input fromfirms captured meaningful information about growth in skilldemand. Courses offered in occupations that grew more overthe year following requests exhibited larger employmenteffects, explaining the effectiveness of the demand-driven model.
