This report presents the current stateof identification (ID) systems in Tunisia and their useacross sectors. Based on an initial study completed in 2018by the World Bank’s identification for development (ID4D)initiative, it provides a summary of the strengths andweakness of the country’s primary ID systems and recommendednext steps for developing an inclusive and trusted identityecosystem that will improve governance and facilitate accessto basic rights and services. This report is organized asfollows: part one gives introduction. Part two provides anupdate on the status of identity projects and their progresssince the benchmarking study commissioned by the Governmentof Tunisia (GoT) in 2015 that led to the development of theunique citizen identifier (IUC). It gives an overview ofexisting databases and credentials, as well as ongoingprojects and issues with implementation. Part three providesa summary of the main achievements, as well as ongoingchallenges and uncertainties regarding identification inTunisia across these various systems and projects, and thenprovides recommendations for addressing these issues in the future.
