Using EGRA for an Early Evaluation of Two Innovations in Basic Education in Timor-Leste : The New Curriculum and the Professional Learning and Mentoring Program
This report describes the findings froman educational evaluation carried out in Timor-Leste earlyin the school year of 2017. The primary purpose of theevaluation was to develop preliminary insights into theeffectiveness of the New Curriculum and a second supportingeducational innovation, the Professional Leadership andMentoring Program (PLMP). As such the report addresses thefindings of the evaluations regarding improved studentlearning and relevant school and contextual factors. Theobjective is to gauge if these two interventions indicatethe ability to have some kind of positive impact oneducational quality, and if so to help identify areas wherethese interventions can be intensified. It needs to be notedthat both innovations are broad and structural in naturewith the potential to have a pervasive impact on the qualityof basic education in Timor-Leste.
