The primary objectives of the WorldBank-assisted six-year Nigeria National Water RehabilitationProject (NWRP) are a reliable supply of good quality water,and increased revenue for the country's state wateragencies. Nearly 250 urban water systems are being restoredto original design capacity. Prior to the start of theproject in 1992, many water meters had quit working, valvescontrolling pipe networks were often faulty, treatment ofwater was uneven, leaks were often not adequately locatedand repaired, a number of pumps were not pumping, boreholeswere silting up or becoming polluted. All of thesedeficiencies added up to water systems delivering belowdesign capacity, which in turn resulted in unreliabledelivery of water to customers, and revenue often inadequateto enable water agencies to meet basic operational needs,including maintenance of physical assets. The NWRP haseffectively changed this situation through an innovativeoutreach training strategy, an intrinsic part of theinstitution building and training component which accountedfor $ 13 million out of the total project cost of $ 306 million.
