This report is one of six gender andinvestment climate reform assessments undertaken in sixPacific nations including Samoa. The report analysesgender-based investment climate barriers which constrainprivate sector development and identifies solutions toaddress them. Six investment climate areas are considered:public private dialogue; starting and licensing a business;access to justice and alternative dispute resolution; accessto, and enforcement of, rights over registered land; accessto finance; and access to, and enforcement of, rights overintellectual property. In each area the report considerslegal, regulatory, and administrative barriers to privatesector development with a gender perspective. It makesrecommendations aimed at ensuring that women benefit fromongoing efforts to improve Samoa’s investment climate on thesame basis as their male counterparts.
