The Government of Mozambique is seekingto achieve its strategic objectives and targets forsocio-economic and political development by intensifying theimplementation of its five-year government plan (PQG). It isalso taking preparatory steps for the next phase of its PQG,which coincide with the new government period following thenational elections taking place in 2019. While theGovernment has a stated policy of promoting an expanded rolefor the private sector in all sectors of the economy, it hasnot yet articulated a comprehensive and integrated privatesector strategy for the country overall, nor for any of themajor sectors/subsectors. The Government therefore has beenlooking to bring in international experience and expertiseto help formulate, implement and track a coherent privatesector strategy that is attuned to the evolvinginstitutional roles and arrangements that are influencingthe direction and pace of private sector development, bothdomestically and abroad. Given the dominant role of theagrarian sector in Mozambique’s economy, and in providingwork for the majority of its labor force (about 80 percent),any efforts to expand the role of the private sector arelikely to have their greatest impact when applied toMozambique’s agrarian sector, which is the focus of thisreport. It also addresses the challenge of encouraging theprivate sector to expand its role in transformingMozambique’s agrarian sector into a more productive andcompetitive sector.
