The devolution of procurementresponsibilities to local levels of government isincreasingly occurring across South Asia. This trend issignificant because increasingly localized decision-makingbetter enables communities to hold government authoritiesaccountable for the effectiveness of public spending, whichcan lead to various improved development outcomes, such asimprovements in quality of service delivery; greaterempowerment and understanding by end-users services suppliedthrough public procurement processes; and improved oversightand accountability of service delivery agencies. Theobjective of this report is to set out an overview of thestrategic approach developed by World Bank Institute (WBI)as a component of the Norwegian governance trust fund (NTF)program `procurement and service delivery: establishingeffective collaboration between government and beneficiarieson monitoring procurement outcomes`. WBI received fundsunder the NTF to facilitate the development of context andaudience-specific knowledge products by recognizedpractitioners and civil society organizations in South Asiaas part of a broader effort to create a practical curriculumon social accountability in procurement.
