【 摘 要 】

his volume provides advice on how toinstitutionalize performance-based accountability,especially in countries that lack good accountabilitysystems. The volume describes how institutions ofaccountability may be strengthened to combat corruption. Thevolume is organized into two parts. The first part dealswith public management reforms to ensure the integrity andimprove the efficiency of government operations. It outlinesan agenda for public management reforms and discusses theroles of e-government and network solutions in performanceimprovements. The second part of the volume provides adviceon strengthening the role of representative institutions,such as organs and committees of parliament, in providingoversight of government programs. It also provides guidanceon how auditing and related institutions can be used todetect fraud and corruption. The book highlights the causesof corruption and the use of both internal and externalaccountability institutions and mechanisms to fight it. Itprovides advice on how to tailor anticorruption programs toindividual country circumstances and how to sequence reformefforts to ensure sustainability. This volume presents thelatest thinking of leading development scholars onoperationalizing such a governance framework. The focus ofthis volume is creating performance-based accountability andoversight when there is no bottom line. Each chapteraddresses an important dimension of such a framework.Thefour chapters in part I are concerned with integrity andefficiency in public management. The nine chapters of partII are concerned with institutions and mechanisms to holdgovernment to account.
