The almost unanimous passage of alandmark consensus constitutional amendment "the 18thConstitutional Amendment" restored Pakistan'sconstitution to its original intent of a decentralizedfederation of four provinces as envisaged in the 1956 and1973 constitutions. This amendment was hailed by policymakers and academics alike as a major step forward inreforming the multi-order governance in Pakistan. This papertakes a closer look at the provisions of this amendment andhighlights both the potentials and pitfalls of the newconstitutional order for good governance in Pakistan. Thepaper concludes that the amendment must be seen as a firstyet small and incomplete step in reforming multi-ordergovernance in Pakistan. A large unfinished reform agendaremains to be charted.
