Several government and developmentpartner programs employ different approaches to ensure theinclusion of poor and vulnerable areas and people inMyanmar’s development. Buildingon this experience, this noteaims to identify feasible options to effectively reach thesegroups, as government programs expand. Depending onprogram-specific choices about geographic focusandindividual, household eligibility, identifying poor andvulnerable areas and people in Myanmar can become moreevidence-based, effective, and systematic, as better databecome available and administrative systems develop. Whiletargeting is currently done by individual programs, therecan be important economies of scale in sharing anddeveloping these systems in a coordinated manner so as tosupport multiple programs.
