【 摘 要 】

There is a general trend that exists to believe that public servants are motivated by a sense of service not common among private sector employees and that they are seen as motivated by a desire to serve the public interest and a concern for the community. However, major researches were conducted in the Western world, which differs from Mongolia in many dimensions. Because of these distinctions, it was questioned if motivating factors would be similar or not.Five hypotheses were formulated based on some of the most repeated and accepted findings of work motivation literature. These hypotheses were tested on the data collected from the sample of 600 public employees in Mongolia.Despite the differences between Mongolia and Western countries, the results of the present study were similar to those from Western literature. It has been found that Mongolian public employees are motivated more by intrinsic motivations and that PSM (Public Service Motivation) has positive effects which are consistent to Western literature of work motivation in the public domain. Some suggestions on how to motivate public employees in Mongolia are presented in the conclusion.
