The Committee or Human Rights in NK) which is fully in charge of human rights of North Korea at first and it was trying to carry out compilation works for the report of the condition of human rights in North Korea. Moreover, it is the time for forming associations of various NGOs which became to be interested in human rights of North Korea. At that time, various types of NGOs (Think tanks, human rights groups, Christian groups, Judism human rights groups, previous bureaucrats, and so on) have been involved with it gradually. They performed various activities for making an outline of the law of NKHRA 2004 and passing this law, by which NKHRA 2004 was acted. Theoretically, they played a role as a ;;broker’ and they provided interactivity at the social level (role of intermediary for people who have the same interest but also have communication gap due to time and space limitation).In the 3rd period, they tried to interact with assembly and administration actively and put them into the network for Human rights of North Korea, so that various laws and resolutions are generated. Because issues for human rights of North Korea have been developed, various interactions among performers have also been generated. Followings are 2 features of them. ⓛDemand for active implementation of NKHRA 2004 (Asking allocation of budget and appointment of ambassadors) was accepted and it enabled to suspend this law twice. Theoretically, it has a feature of ;;transformer(Providing compatibility after controlling threshold at the quantitative level)’. Moreover, ②After making an outline and delivering it to the assembly, NGOs actively participated in activities for passing various laws and resolutions in relation to human rights of North Korea such as all resolutions(resolution for refusing 08 Beijing olympic, resolution for repatriation of 6.25 war prisoners and abductees (H.RES.376)) and North Korean Child Welfare Act of 2012(H.R. 1464), and so on. Theoretically, it played a role as a ;;interpreter;; and has a feature of the compatibility at the meaning level(interpreter who helps communication involving somewhat meaning changes). At first sight, diffusion of North Korean Human Rights Act can be thought as the political outcome of public conductors such as congressman, bureaucrat, etc. But, this thesis will examine that NGO plays roles initiatively for enactment of America’s North Korea Human Rights Act and its reapproval as a bearer of human rights NGO and contributes greatly to the diffusion of acts and resolutions related to north korea human rights by enacting all kinds of resolutions, North Korea Refugee Orphan Adoption Act, etc. In other words, it will verify that NGO played initiative roles for the issue of north korea human rights. This thesis is significant to analyze roles of NGO consistently by the perspective of constructivism within the issue.
