【 摘 要 】
Over the past two decades,community-based approaches to project delivery have become apopular means for governments and development agencies toimprove the alignment of projects with the needs of ruralcommunities and increase the participation of villagers inproject design and implementation. This paper brieflysummarizes the results of an impact evaluation of theNational Solidarity Program, a community-driven developmentprogram in Afghanistan that created democratically electedcommunity development councils and funded small-scaledevelopment projects. Using a randomized controlled trialacross 500 villages, the evaluation finds that the NationalSolidarity Program had a positive effect on access todrinking water and electricity, acceptance of democraticprocesses, perceptions of economic wellbeing, and attitudestoward women. Effects on perceptions of local and nationalgovernment performance and material economic outcomes were,however, more limited or short-lived.
