Yemen is planning to export gas throughYemen Liquefied Natural Gas (YLNG) starting from 2009. Yemenis also aiming to develop the domestic gas market, inparticular gas-to-power. Liquefied Natural Gas (LNG) exportrevenue and domestic gas sales are expected to partiallyoffset the decline in crude oil revenue from currentlyproducing fields. The development of a gas sector has thepotential to substantially contribute to Yemen'seconomic growth and fiscal revenue generation. Because ofthe high risk and considerable investment involved indeveloping a gas sector, attracting foreign capital andexpertise will be essential. To this end, in addressing thepublic interest and developing the preferred policies, Yemenshould ensure that decisions on project development andtechnologies will be based on their economic merits, and gaswill be allowed to find its highest value market.
